2024-2025: State incentives for photovoltaics and renewables

Installing a photovoltaic system has become an increasingly convenient investment thanks to the numerous government subsidies made available to encourage the production of clean energy. We have already mentioned them in several of our articles, but now it is time to update the information.

In 2024 and 2025, the Italian government confirmed its commitment to the energy transition, offering a series of tax incentives and grants for those who decide to equip themselves with a solar system.

But the good news does not end there. The photovoltaic market is experiencing a drastic decrease in module prices. For example, it is now possible to buy a 6 kW system with storage for around EUR 16,000, a considerable drop from the EUR 30,000 required before the elimination of the invoice discount.

Evolution of Photovoltaic Incentives from 2025

One of the most relevant incentives for 2024 is the 50% tax deduction for the installation of photovoltaic systems. This incentive is included in the 2024 home bonus and applies to both first and second homes, with no further renovation required. The deduction covers 50% of the expenses related to the purchase and installation of photovoltaic systems up to a maximum power of 20 kW, and can be claimed by individuals, condominiums, non-commercial entities and companies. The deduction is spread over 10 years as a tax credit, with a maximum deductible expenditure limit set at EUR 96,000 per property.

With the cuts planned for the Superbonus and the Renovation Bonus, ordinary tax deductions will be significantly reduced as of 2025. The deduction for building renovations will drop from 50% to 36%, with the expenditure ceiling reduced to EUR 48,000 per real estate unit. This decrease will continue until 2028, when the deduction will reach 30%.

Meanwhile, from 2026, new or renovated buildings will have to cover at least 60% of their energy needs with renewable sources, such as solar panels. Although there are no obligations for existing buildings, incentives for switching to photovoltaics are expected to be introduced.

Energy Income Fund: A Support for Families with Low ISEE

For families with an ISEE of less than EUR 15,000, there is the Energy Income Fund, an initiative of the Ministry of Ecological Transition. This fund provides a non-repayable grant of up to EUR 11,000 for the installation of photovoltaic systems with a maximum output of 6 kW. The incentive is divided into a fixed fee of EUR 2,000 and an additional contribution of EUR 1,500 for each kWp installed.

To access the fund, it is necessary to activate an on-site exchange contract for self-consumption and take out an insurance policy and maintenance service for at least 10 years. The fund is mainly intended for southern regions, but a part is also reserved for other regions and autonomous provinces. It should be noted that this incentive cannot be combined with others, except for the preferential VAT.

Reduced VAT for the Purchase and Installation of Photovoltaics

The reduced VAT rate is another important incentive for those installing photovoltaic systems in 2024. For existing homes, the VAT rate is reduced to 10%, while for new constructions it is 4%. This advantage applies not only to the purchase of the photovoltaic system but also to its installation and the costs of storage systems. Compared to the standard rate of 22%, this reduction represents a significant cost saving for those who decide to invest in renewable technologies.

Place Exchange and Dedicated Collection

Since 2005, the 'scambio sul posto' system allows excess energy produced to be sold to the Gestore dei Servizi Energetici (GSE) and bought back at a fixed price. This mechanism is valid for 20 years after the installation of the system and is an important incentive to reduce energy costs. However, it is in the process of being replaced, and future plant owners may have to opt for other options, such as self-consumption with a storage system or dedicated withdrawal, whereby energy is sold at the price of the raw material. To ensure that you benefit from the on-site exchange, it is advisable to install the system as soon as possible.

Incentives for Renewable Energy Communities and the Superbonus 70%

Le Renewable Energy Communities (CERs) are an innovative model that allows citizens, local authorities and small businesses to produce and share renewable energy locally. The Decree of the Minister of the Environment and Energy Security of 7 December 2023 provides for non-repayable financing of up to 40% of the costs for the construction of photovoltaic systems in municipalities with fewer than 5,000 inhabitants and an advantageous tariff on the energy produced.

The Superbonus 70%, although not specifically intended for photovoltaics, offers indirect opportunities. This incentive is applicable to energy efficiency measures, such as thermal insulation and replacement of heating systems, and allows PV measures to be combined to obtain a deduction of up to 70% of the total expenditure. However, the Superbonus is subject to future changes and could be further reduced to 65% in 2025.
