More and more people and companies are deciding to equip themselves with roof-mounted photovoltaic systems to save on their utility bills and participate in the decarbonisation. There is a lot of enthusiasm for this green technology, but enthusiasm is sometimes dampened when one learns about the Italian regulations on the installation of photovoltaic panels.

Reference Standards for Photovoltaic Installation
As we have mentioned, in most cases, no building permits need to be obtained or the commencement of works notified. However, there are specific limitations when it comes to areas of special historical and environmental value. The installation of photovoltaic systems is regulated by a series of regulations governing its approval and execution. The main regulations include the Free Building Glossary of 2018, Law Decree 17/2022, and Legislative Decree 42/2004.
The Free Building Glossary states that photovoltaic systems fall under free building works, which means that in many cases, a specific building permit is not required for the installation of photovoltaic panels on existing buildings. However, this simplification only applies if the panels do not substantially change the appearance of the building.
Decree Law 17/2022, known as the Bills Decree, further simplified the procedure, considering it ordinary maintenance and therefore exempt from administrative permits for most installations. This decree introduced Article 9, which allows the installation of photovoltaic systems without the need for specific permits, with exceptions for cultural heritage and landscapes of special value.
Simplifications and Single Installation Model
The simplification decree introduced the Simplified Single Form for the installation of photovoltaic systems. This model is intended to facilitate the start of work and reduce bureaucracy, especially for installations with a capacity of 200 kW or less.
To use this template, the applicant must fill in the form and send it by email to the relevant grid operator. Once the application has been verified, the permit is automatically granted if the requirements are met, making the installation of new panels more accessible and less bureaucratic.
Regulations for Landscaped Areas
Not all areas are equal when it comes to the installation of photovoltaic systems. In particular, areas subject to landscape or historical constraints have more stringent regulations. Legislative Decree 42/2004, known as the Cultural Heritage and Landscape Code, stipulates that specific permits must be obtained for systems installed in such areas. The Ministerial Decree of 2 April 1968 also imposes additional restrictions for the installation of photovoltaic systems within urban agglomerations of historical, artistic and environmentally valuable character, such as historic centres.
Installations in historic or particularly valuable areas may be subject to additional restrictions. In these cases, the compatibility of the panels with the landscape must be carefully assessed, and the installation can only be authorised if the panels are integrated in such a way that they are as unobtrusive as possible. The regulations require a Certified Declaration of Start of Activity (SCIA) to ensure compliance with landscape regulations.
CEI Standards and Plant Safety
CEI standards provide detailed guidelines to ensure the safety and efficiency of photovoltaic installations. Among the main CEI standards are CEI EN 61215 and CEI EN 61730, which deal with the certification of photovoltaic modules and safety standards for installation, respectively.
