L\u2019articolo usa il fattore ISPRA 2024 e indica circa 1,45 MtCO\u2082 come massimo contabile teorico del primo anno.<\/div>\n<\/div>\n<\/section>\n<h2>Bilancio annuo e autosufficienza non sono sinonimi<\/h2>\n<p>Nel report originario il fabbisogno elettrico della PA era indicato nell\u2019ordine di 5\u20137 TWh, ma la fonte puntuale deve ancora essere inserita. Anche accettando provvisoriamente l\u2019intervallo, il confronto con 7,53 TWh produce un saldo aritmetico tra 0,53 e 2,53 TWh. Questo non dimostra autosufficienza.<\/p>\n<p>Il fotovoltaico produce di giorno e soprattutto nei mesi pi\u00f9 luminosi. Ospedali e uffici hanno carichi diurni significativi; scuole e municipi possono presentare profili molto diversi. L\u2019energia eccedente di un edificio non pu\u00f2 essere attribuita automaticamente a un altro edificio pubblico senza una configurazione tecnica e contrattuale compatibile.<\/p>\n<h2>Le variabili operative<\/h2>\n<ul>\n<li><strong>Egenanv\u00e4ndning<\/strong> quanta produzione coincide con i consumi dello stesso punto di connessione?<\/li>\n<li><strong>Rete:<\/strong> la cabina e la rete locale possono accogliere l\u2019immissione?<\/li>\n<li><strong>Condivisione:<\/strong> comunit\u00e0 energetiche e configurazioni di autoconsumo possono valorizzare parte dell\u2019energia, nei limiti delle regole applicabili.<\/li>\n<li><strong>Accumulo:<\/strong> pu\u00f2 spostare energia nel tempo, ma aggiunge costo, perdite e criteri di dimensionamento.<\/li>\n<li><strong>Curtailement:<\/strong> una quota di produzione pu\u00f2 non essere utilizzabile o immessa.<\/li>\n<\/ul>\n<h2>Emissioni evitate: la correzione<\/h2>\n<p>ISPRA riporta per il 2024 un fattore medio associato al consumo elettrico di 192,6 gCO\u2082\/kWh. Applicato a 7,53 TWh d\u00e0 un massimo contabile teorico del primo anno di circa 1,45 MtCO\u2082. Applicando uno scenario di realizzabilit\u00e0 del 60\u201380%, l\u2019ordine di grandezza diventa 0,87\u20131,16 MtCO\u2082\/anno.<\/p>\n<p>Questa \u00e8 una stima media, non marginale: non descrive necessariamente quali centrali ridurrebbero la produzione in ogni ora. Inoltre il fattore della rete diminuir\u00e0 con la decarbonizzazione; per questo non viene presentata una semplice moltiplicazione costante per 25 anni.<\/p>\n<h2>Il ruolo dell\u2019accumulo<\/h2>\n<p>L\u2019accumulo pu\u00f2 aumentare l\u2019uso locale dell\u2019energia, sostenere carichi serali e offrire flessibilit\u00e0. Non va per\u00f2 aggiunto in modo uniforme a tutti gli edifici. Un ospedale con consumo continuo pu\u00f2 avere gi\u00e0 un autoconsumo elevato; una scuola chiusa in agosto pu\u00f2 richiedere condivisione, gestione dei carichi o una batteria dimensionata sui profili reali.<\/p>\n<h2>Da energia teorica a valore pubblico<\/h2>\n<p>La metrica pi\u00f9 utile non \u00e8 soltanto il TWh prodotto. \u00c8 la quota di energia autoconsumata, condivisa o immessa con valore economico, insieme alla riduzione dei costi dell\u2019ente e alla resilienza dei servizi essenziali.
